The alternate recipient feature gets to the e-mail before anything else would

I have set Exchange (5.5) to deliver email to both the former CIO's mailbox and to his replacement, however, it's not going to his replacement, just the ex-CIO's mailbox. Wondering if maybe the Blackberry server is getting the email and marking it as "read" before it can get CC-ed to the CIO's replacement? Any ideas here? How do I solve this?
