I was curious about this and found a mention that implies that the Notes Connector won't create a new AD account if the primary account for the Notes mailbox exists in AD. Unfortunately, I can't find anything more detailed than that. I don't know much about Notes, but I do seem to remember that Notes doesn't have AD accounts.
I suspect that the connector tries to match some Notes attribute, like short name, to the SAM Account Name in AD. You might test that combination. If you can't find the proper combination, you might want to consider a third-party solution like Microsoft's MIIS (fairly expensive and complicated) or HP's LDAP Directory Synchronization Utility (http://h20219.www2.hp.com/services/cache/11212-0-0-0-121.html), which can give you much better control over object matching and mapping of attributes. You might consider bagging the Notes Connector completely and using SMTP for interoperability. When using the migration wizard, the migrated mailbox HAS to be associated with the user that came from Domino, since the Notes proxy address matches, which means that the wizard will NOT allow any changes. What we are looking at doing is just using the migration wizard to create a PST from the Domino accounts, deleting the user in domino and its AD replicated counterpart, create a new exchange mailbox for the users proper AD account and importing the PST. This seems to be the only logical (albiet painfully slow) method of getting the job done. Unless there is something else anyone can think of which would be a big time saver.
