Granted, every company needs at least 2 licenses (1 for each server). They note at the bottom that they have 50,000 licenses deployed to over 7,500 companies. It can be used to take over for SMTP traffic, OWA, etc. The key is your store data, where the mailboxes exist. If it sits on the physical primary server, you need a way to replicate it. Or you could move it to hardware not on the physical server. It really depends on what level of redundancy and high availability you are after.
