Many organizations set prohibit send limits for quota purposes and much higher prohibit send and receive limits as an extra guard against mail loops. I agree that prohibit send and receive isn't a good enforcement mechanism (and believe me, after using Banyan Mail for years where prohibit receive was the only mechansim I know) because it punishes the innocent correspondents, not the offender. So, if you want to enforce a 100MB mailbox limit, set prohibit send to 102400 KB, and, as an extra safety measure, set prohibit send and receive to something like 500000KB.
