I have successfully restored this database.  It turns out that at some point 
the allow overwrite flag on the store got deselected.  I have now restored the 
database.  Thanks to Ed for his assistance!

Ed, thanks for the response. I went ahead and used the info from Microsoft's 
Exchange 2000 Server Database Recovery (which they reference if you need to 
restore public folders in 2003), specifically the alternate server recovery 
section. I brought up a new domain controller in a new forest and installed 
Exchange 2003. I didn't have any problems with those instructions, with one 
exception. It tells you to "Join the newly created administrative group when 
you are prompted to do so during Setup". When I ran setup at this stage, the 
only "join" I saw was to an existing server, which didn't seem right (and 
wouldn't work anyway). I finally proceeded with a new install and entered the 
same organization name, etc. In our case, we use Tivoli for backup, so I 
installed that agent as well.
