Management needs to restrict mailbox sizes in some fashion. Have you
tried presenting them with the cost analysis for backup and disaster
recovery of an exponentially increasing mail stores?  Does your current
backup and DR system support your current mailbox stores?  If it
doesn't, then you need to tell them how much it will cost to upgrade or
add systems to support proper backup and DR of e-mail.  I guarantee they
view e-mail as extremely important to business operations.
