Personally I would not set any account to not have a quota. I like having that little assurance that there is a upper limit and some maverick message/looping or otherwise won't fill an account up.
Anyway, I ran into this a few months ago. You can use the ldifde -i -k -f command and pipe in the change and set the Quotas for a given user. At least this is what I recall doing.
