This is exactly the kind of problem that using ADC and an organizational upgrade would obviate. The problem is that you used Exmerge, which migrates the data fine, but it did not preserve their Exchange 5.5 distinguished name as a proxy address of type "X500" in the new user object. If you do that, your problem will go away.
That KB doesn't look like a solution to your problem to me.
