I am unable to "mail enable" a new Public Folder on Exchange 2003.  I
keep getting this error message.

The mail proxy for this folder can not be found.  This may be due to
replication delays.  The mail enabled pages will not be shown.  ID no:
c1038a21.

I find information on this all over the place, but nothing seems to
refer specifically to Exchange 2003?  I found a message that says update
your Windows 2000 to the latest Service Pack (were on Windows 2003 and
already there).  I found an article that says make sure your Remote
Registry service is enabled (it is).  I found an article that says
reboot your server (waiting to try that as a last resort).  I've rebuilt
and updated the Recipient Update Service (no luck).  I also have the
popular error listed below in Active Directory, but I can't seem to find
the magic solution to repair the creation of Public Folders in Exchange
2003???  Has anybody else ran into this?  Thanks.
