This may or may not be relevant, but in ESM right-click "Public Folders" and
make sure that you're connected to a functioning public folder server.

I'm thinking I have a bigger issue here than just one Public Folder?
Even if I create 5 new Public Folders, every one of them gets the
c1038a21
Error message when I try to enable the new folder.

Do you have PFDavAdmin tool? You can try this with PFDavAdmin:

Fire up the tool and do File/Connect: put the name of your Exchange server,
authenticate as currently logged-on user, Connections-Public Folders. Click
OK.

Browse to the troubled folder and right-click on it. Select Property Editor.

>From the Drop-list, select PR_PF_PROXY

Select the Clear option

Click Execute.

Now go to Exchange System Manager and see if you can view the folder's mail
properties (or try to mail-enable it)

I am unable to "mail enable" a new Public Folder on Exchange 2003.  I keep
getting this error message.

The mail proxy for this folder can not be found.  This may be due to
replication delays.  The mail enabled pages will not be shown.  ID no:
c1038a21.

I find information on this all over the place, but nothing seems to refer
specifically to Exchange 2003?  I found a message that says update your
Windows 2000 to the latest Service Pack (were on Windows 2003 and already
there).  I found an article that says make sure your Remote Registry service
is enabled (it is).  I found an article that says reboot your server
(waiting to try that as a last resort).  I've rebuilt and updated the
Recipient Update Service (no luck).  I also have the popular error listed
below in Active Directory, but I can't seem to find the magic solution to
repair the creation of Public Folders in Exchange 2003???  Has anybody else
ran into this?  Thanks.
