A differential is supposed to back up only the logs, so apparently Symantec's software isn't doing what it's supposed to be doing.
Still, I wouldn't do differential backups with Exchange. I always recommend daily full backups. I have specified an exclusion in the symantec AV to not scan the backup folders (i.e. the drive enclosure) So I do a FULL backup of the STORE approx 20 gigs I then run an differential backup and it backs up 20 gigs again.
