Four things have to happen--and in this order--before users show up in the
GAL in Outlook 2003 with cached mode:
1.  The object or change must replicate to the RUS server.
2.  RUS must run and stamp the user with Exchange attributes.
3.  The offline address book must be generated.  This is a scheduled
activity.
4.  Outlook 2003 must synchronize itself with the offline address book.

All,

We are having an issue when we add a user to AD the user doesn't show up
within the same day in our GAL. 
We've narrowed this down to only users who we've setup their laptops with
cache mode enabled.  Is this by design?  Or am I missing something when
setting up cached enabled users?
