I don't like your approach for several reasons, not the least of which is
that you have to allow out of office replies to the Internet.  Another is
that out of office notifications go out only once.

First, decide whether you want to delete the user's mailbox.  That's
probably worth considering.  If this is going to be a long time, there's
probably no reason to retain a mailbox.

If you're okay with deleting the mailbox, then make him a mail-enabled user
and update his delivery options so that the replacement user gets his mail.
Let the replacement user notify appropriate correspondents of the user's
absence, so that the out of office doesn't tell those you might want to
know, like ex-wives, joke correspondents or spammers.  I consider this the
preferred alternative because there's no reason keeping and maintaining a
mailbox for someone who won't need it.

If you want to retain the mailbox, then update the user's delivery options
so that the replacement user gets his mail and it doesn't go to his mailbox.
Or, instead of the delivery options, allow the replacement user to have full
control on the mailbox and have him or her open it up as a second mailbox
and check it once in a while.

 We have an employee who will be on an extended absence and won't be able to
check his email.  The action that is being requested is to issue an OOO with
the message to contact another individual and place the address in the OOO
message and then permanently delete the inbound message.  I can set up a
rule to delete messages in OOOA but they go into the Deleted Items folder.  

Question:  Is there any way to permanently delete the messages automatically
knowing that dumpster is on and they could be retrieved within the recovery
period?
