pfdavadmin will allow you to create replicas, etc. I read "routing groups"
which it will handle just fine.

Nope...looked at that already.
PFDAVAdmin can take the data exported by PFInfo and import it (I think
this is permission data), but it won't migrate entire PFs from 5.5 to
2003 in different orgs.
I'm copying the PFs to .pst right now.
