The Global Address List is available on either device.  

The Windows Mobile MSFP firmware (push firmware) has the GAL
accessibility built into it.  I would definitely upgrade your devices to
push firmware if you do not already have it installed.  Depending on
what you're doing, you should be able to access it through your Contacts
or when creating new e-mail through ActiveSync.  The add-on that
Microsoft offers for Global Address List lookups on non-push firmware
was unstable for me, so I stopped using it prior to the push firmware.

Blackberry requires the Enterprise Server.  In the Address list, you
look in your options and you should see an option for "Lookup".  Just
type in the user you want and wait for it to bring up the info.  (This
info is kind of rough, as I use a Windows Mobile device daily.)

You shouldn't need to Sync your total address book with your devices.
