If the OALs are not copied to that other server through System Folders
or if the site does not have their own OAL Generators, the clients have
no other choice but to connect to yours to get their OAB updates.

If you look at the Mailbox Store properties on that server and look at
the Offline address list and see what it is set to, then you can see
what OAL Generator the clients in that store are using.  If that server
does not have a local replica, the client will attach to yours to get
it's updates.

If "Do not allow public folder referrals" is enabled on the RGC then it
shouldn't attempt to make the connection anymore to your server and the
Cached Mode clients will get a 800XXXXXXXX (can't remember the exact
error) during Send/Receive when attempting to get OAB updates.  These
will also happen if there are any connection problems from the client to
the server too.

I don't know how to check for either of these. The users at that
(somewhat) remote location are using Outlook 2003 in cached mode. How
could I tell if either of these is the problem?
