If the store is small or you have a SAN you can use a VM running on another server as the interim step to allow you to rebuild the current 2003 server with 2007.

As Scharff said, rent a new server or buy one...you don't really have a choice, other than those two options. Install 2007 on the new server in the same org, migrate the mailboxes over to it and either decommission the old server or wipe it and readd it to the org as an Ex2007 server (Following all the proper procedures for removing it from the org first, of course).
