I am hoping you just didn't fully type out what the President is expecting, but just to be sure: That is impossible without turning off your email system. Most...almost all, that is possible. And the more spam you block the more likley it is to block a legit message.
Just trying to help you manage your boss's expectations. Ninja should work, I am surprised you are having these issues. It is good stuff. The other way to go is to go with a separate applicance. A second MTA that sits in front of your email server and gets all the messages, filters them and then sends them on their way to your Exchange server. Barracuda, ePrism, Symantec, Ironport come to mind (there are many others). I prefer the separate appliance route. Easier to install and when you have issues it is easier to nail down what is causing the problem. Most are out of the box pretty ready to go. Plug them in, reroute your incoming mail to go to them and tell them where your Exchange server is.
