You can't possibly comply with that request unless you already have an archiving system in place because nearly all the messages will have been deleted, unless you're going to restore from old backups, and even then you wouldn't be able to be sure you get everything unless you keep restoring tapes created at a frequency smaller than your deleted item retention period, and even then you can't be sure you got everything.
It's time for you to budget for an archival system if there are going to be requests like this going forward.
