Does that include SP1? If not, I wouldn't waste my time on it, as there
were considerable changes in the shell and the EMC from SP1.
Either way, I can predict that you will be furiously assault-browsing
through the help docs after you install 07, looking for totally unexpected
gotchas.
But one very good thing about the 07 Help is that it has snippets of code to
perform specific tasks that are very easy to drop into PS and run, once you
have a basic grasp of PS syntax.
Personally I found the migration and configuration articles in Windows IT
Pro/Outlook Exchange Administrator and the Exchange Team blogs far more
helpful.

When you say tools I take it you don't mean the GUI tools
that come with SP1 EMC?
You don't need Exchange 07 to run and learn PowerShell, but I
don't see how you could run the Exchange Management Shell
without a real live 07 server.
Have you considered the evaluation version of Exchange 07?
I'm not sure if it's still available from MS, but it runs on 32 bits.
