For a great PowerShell IDE (integrated development environment) take a
look at Powershell+ at http://powershell.com. 

It is a PowerShell console with an amazing number of helpful features
and has a very nice script editor with very good debugging support.

If you're looking for other PowerShell resources such as blogs/RSS
feeds, podcasts, tools, etc., let me know. I've got a large list I would
be happy to share.

Speaking of PowerShell, did you happen to notice that the Community
Preview 
Technology version of PS2 has been released?  Although it is post-Beta
and 
just-about-RTM, MS does not recommend using it in production.
It has a GUI with it, which got me interested, but it turns out to be
just a 
GUI script editor.  Anyway, it's worth a look:
