For a great PowerShell IDE (integrated development environment) take a look at Powershell+ at http://powershell.com.
It is a PowerShell console with an amazing number of helpful features and has a very nice script editor with very good debugging support. If you're looking for other PowerShell resources such as blogs/RSS feeds, podcasts, tools, etc., let me know. I've got a large list I would be happy to share.
