I had the same problem recently, and this query in ADUC helps me locate all of the users with delegates: (&(publicDelegates=*)) My list is short, so I can dig through each one to find the culprit, and then use ADSI Edit to remove the delegates.

This one's driving me nuts. Someone, somewhere, has one of the disabled-account retirees as a delegate. Meeting requests sent to a particular distribution list get an OOF from that retiree, even though he's not in the list of addressees for the list. Deleting his account or his OOF is not considered an option, so I need to figure out who has him as a delegate. I went through all the members' Exchange General properties, looking for anyone who'd given him Send As - no such luck. Ditto with the Mailbox Rights tab. Oh, and just asking the users didn't work, either. ;-) Any suggestions as to what to do next?
