You can't disable Outlook Web App access for users in Office 365 or on-premises Exchange Server:

A fix for this issue will be available in Cumulative Update 2 (CU2) for Exchange Server 2013. If you require an immediate fix for Exchange 2013 Cumulative Update 1 (CU1) before the release of CU2, contact Microsoft Support.

So… go for it. Although I am inclined (this is a personal opinion, with no specific knowledge of what is coming in CU2) to wait for CU2. CU1 was what RTM should have been. CU2 should be much better.
