Are you intending to create them as Mail User, instead of User Mailbox?  Mail 
User is intended for people that don't have internal e-mail addresses, so an 
External address is needed.  i.e. a contractor that's working for you 
temporarily.  Create a Mail User account for them, they show up in the GAL, but 
the mail goes to their external address.
