You might find a clue by turning Diagnostic Logging up a bit.  Under 
MSExchangeSA, turn OAL Generator up to Medium and examine the Application Event 
Log when the OAB is scheduled to be generated.  You can find\change the 
scheduled generation time by opening EMC - Organization Configuration, clicking 
on Mailbox then Offline Address Book and looking at the properties of the OABs 
listed.

Two node DAG with hardware load balancer.
OUTLOOK clients 2010 and 2013.
About 1500 user mailboxes ( most show properly in OAB).

I am starting to see ticket reports that some users do not show in OAB, but 
when I check they do show in OWA, and also when running the OUTLOOK client in 
Online mode.
This matter appears to only be for a handful of users added over the last 
couple of months - so is not for all campus users.

I tried SOP to download full OAB and same result where they do not show using 
OAB, but do show in OWA and ONLINE mode.

Before I start to make any changes to production, hoping for any suggestions as 
I continue to research.
