No it's not normal. Do you have cached mode enabled on your Outlook clients?
We had a similar issue recently where I discovered I had some users with 70,000 + items in their inbox (not in folders) which caused most of my trouble but once I got the users to reduce their inbox and turn on cached mode, my problems went away. Currently our settings are 30 minutes across the board and we are thinking this is too low as we are seeing our Outlook and Outlook Anywhere clients disconnecting and reconnecting over and over again throughout the day.
