Brilliant idea, and I'm a dumbass for not thinking 'use the new setup'.
But still doesn't make those arbitration mailboxes work, they complain about
enablement:

Setup /prepareAD to put missing system mailboxes back is failing (I need the
discovery mailbox to work again) ...
System is exch2010, an exchange 2013 existed then was removed again and never
migrated to.
Can't rebuild those mailboxes via /prepareAD because:
Setup encountered a problem while validating the state of Active Directory:
The Active Directory organization configuration version (15614) is higher than
Setup's version(12640). Therefore, PrepareAD can't be executed.
Any thoughts on a workaround before I invoke PSS?
