Open an elevated command prompt. Start the MSP from within the command prompt.

Nope, but even if I right-click the .MSP file (a habit) I don’t get a “run as 
administrator” option.  It starts the preflight checks, then send me to the 
EULA screen, then proceeds, get to somewhere near “stopping services” and then 
rolls back.

I did try stopping all the Exchange services before running the file, turned 
off AV as well but I get the same result..
