[Exchange] Using transport rule to block spam with utf-8 in the subject line

Has anyone set up a transport rule on Exchange 2010 that will successfully 
block spam using utf-8 in the subject line?
Plenty of documents online on how to use utf-8, but I haven't found one on how 
to block it.
