If you have the form posted to the folder and set it as the default post
form it should work for the other users on the folder. Check their forms
cache. If you have them try going to Actions, New <form name> and it still
doesn't show your form try clearing the forms cache.

I have created a custom form for a public folder on my exchange 2k server.
Now when I go to that PF and post to it I get the custom from to input
information. The problem is that if someone else in the exchange org. does
the same thing they will not get the custom form. Why is that and how do I
publish this form to everyone in the exchange org.
