has a wealth of knowledge of forms and their utilization in folders

I have created a custom form for a public folder on my exchange 2k server.
Now when I go to that PF and post to it I get the custom from to input
information. The problem is that if someone else in the exchange org.
does the same thing they will not get the custom form. Why is that and
how do I publish this form to everyone in the exchange org.
