You can adjust Inbound and/or Outbound message size limits on a per user
basis on the Limits tab of the mailbox properties.

Where do I adjust the attachment size in Exchange? We would like for the
average user to have 3000K attachment limits but there are a few super users
that need more.
Is this default setting adjustable by user?
