But he also mentioned "users" and "client." There is no way a user could
delete their entire mailbox, right? All the messages in it, yes, but not the
mailbox itself, right? So long as the mail box still exists he should be
able to recover all the messages (assuming he hasn't passed the retention
time)

You cannot recover an entire mailbox.  That's what you asked, though I don't
think it's what you mean.  Search TechNet for "DumpsterAlwaysOn".  This is
in the FAQ, by the way.

It's not server-side. There is a hidden folder in the client that, by
default, is enabled and is accessed by highlighting the Deleted Items folder
and selecting Tools:Recover Items. There is an optional reg key for it as
well.

The other alternative is to do a restore of the last backup to a spare
server and copy the mailbox to a PST.
