You need the reg hack on any workstation you want to use. That is to
say, if YOU want to recover the deleted items for your users, you only
need the hack on YOUR machine. If you want to give your users this
ability, you need to push the hack to all workstations.

delete their entire mailbox, right? All the messages in it, yes, but not
the
mailbox itself, right? So long as the mail box still exists he should be
able to recover all the messages (assuming he hasn't passed the
retention

It's not server-side. There is a hidden folder in the client that, by
default, is enabled and is accessed by highlighting the Deleted Items
folder
and selecting Tools:Recover Items. There is an optional reg key for it
as
well.
The other alternative is to do a restore of the last backup to a spare
server and copy the mailbox to a PST.
