It isn't Outlook doing the mailbox creation.  If that new mailbox receives a
message, the mailbox is created whether or not it has been touched by
Outlook.

In fact, when you create a mailbox-enabled user object, the mailbox is
assigned to its database home at the time the user is created, not when the
mailbox is actually created.

Actually, it does. Mailbox are not really created until you log into
them using Outlook for the first time.
