Nope. DNS. Outlook looks at DNS entries first-- hence when Outlook takes 2
or 3 minutes to start up, the first thing to look at is DNS. Since DNS is
the answer, the HOSTS file is more important than the LMHOSTS file. Both of
these files can be identical, though, so if you're making one, it's no big
deal to make the other.

If there are only 4 users... you could even deploy an LMHOSTS file (WINS is
preferred)
