NetNanny is good. My kid had to buy it if he wanted to be able to use the
internet... :) It has good logging of infractions and it has an admin that
lets me set different levels for different surfers...

What OS? How savvy is your kid? You could just hard-code wrong DNS
servers, wrong gateway, remove the IP stack, whatever.
