So, upgrade your Outlook to Outlook 2002 which comes with Office XP.
That will allow you to set up different mail "account" as in Outlook
Express, then you will be able to send mail from the correct account...

OK.  I can use Send As on a Custom Recipient, but it still only works
for an Administrator. I have tried granting the "Send As" right at the
container level and also directly on the CR I want to send from, but a
non-admin user gets issued a message "You do not have the permission to
send the message on behalf of the specified user."

If the user is an admin, everything works OK.  Is there another right
besides "Send As" that might be needed?

How can I send (SMTP) mail to an internet email address with a return
address of other than the primary for my mailbox?

I've found 2 ways that work, but neither is very elegant.  Is there
another way?

1) Set up a custom recipient, then use that recipient in the "From" box
of the email.  It appears that only an administrator can do this and
there doesn't appear to be a security setting to allow a general user to
send on behalf of the custom recipient.

2) I can create a mailbox with the alternate email address as the
primary and then send on behalf of that user.  This can be done by
non-admins but the smtp headers that are created still reference the
primary email address on the primary account in some places - I would
like the email to look as if it came completely from the alternate
address.  (This is the method I am using to send this email.)
