Have a look on the exchangecode.com site for something called RBDL (Rules
based distribution lists).

It is a Visual Basic application (with source code), that can create
distribution lists based on rules that you specifiy, using a particular
property in a mailbox, such as Office, Location etc. I have expanded my copy
of it to include creating distribtion lists based on memberships of Windows
NT domain groups, and a few other things. If you want a copy, give me a
yell. The login name of the users was the same as the mailbox alias, so a
match was easy to make in our case.

The application runs on a workstation with the rights to modify
distributions lists (I have used an Admin Account), and can be set up to run
once, or poll the system and run every X minutes or whatever, its up to you.

Basically, you create a distribution list in Exchange with a property in the
Admin Note field in the form of RBDL:XXXX, where XXX is an LDAP query used
as the criteria for the distribution lists membership. The system polls
these lists periodically, and adjusts the DL memberships based on this
query.

Therefore when your admin staff create a user account, it will automatically
be added to the correct distribution lists, based on their membership within
NT user groups, or other rules you specify. Takes a lot of the guesswork out
of managing these lists.
