You don't even need to have it be a security group. W2K also supports the
creation of "distribution" groups. These would only be intended for such
things as Distribution Lists, as you cannot assign permissions to them, or
rather use them to. Once you have E2K installed, you then mail-enable the
group, and voila. I don't think it much matters where the group is placed,
although for the sake of being tidy, I would probably place it in the OU
that the users of it belonged to. If you be able to use it to assign
permissions to, then create it as a security group. If you want a clearer
answer than that, you need to make your question a bit clearer and separate
out the statements a bit.
