I really don't know that you have to put all that bother into it with
sub-ou's of ou's, and such. After all, they do still work the same way -
they show up in the GAL. No one else is going to be looking at where they
are in AD, so I think you are just creating more administrative overhead for
yourself. If you were going to use them as security groups, then I think it
makes more sense, but if they will just be Distribution groups, I don't see
why - it would make more sense to store them all in a central location for
ease of searching for you. Splitting them up under all the separate OU's is
going to give you a headache in the future. Can you see yourself saying,
OK, we just hired So and So. He works in such and such office, so he
belongs to this Dist. Group. And he should belong to this one to, but oh
wait. Damn it, where did I put that group. I'm sure it could be found
easily enough by searching, but it's extra work for you. Make sense? Also,
unless you can find a compelling reason to, I would just stick with "Global"
distribution groups, not Universal. I'm sure that others will comment, and
I'm sure we both welcome those comments. If you would like, there is an
Exchange 2000 group over at Yahoogroups. Although most on this list are at
least familiar with E2K (and I might add, several of us are on the E2K list
as well), that list is dedicated to E2K issues. You may get more comments

Ok, basically we currently have a co-existence of exchange 5.5 and 2000. The
5.5 side has something like 1400 DL's ranging from 'all at location' to 'all
in customer care'. Some have owners, most don't, some have restricted
people who can send to them, most don't.
I am looking at having (like you say) universal distribution groups, with a
strict naming convention, and creating a 'DL' OU in our top level 'Managed
Users and Groups' OU, dumping all the DL's into that, then cleaning them up,
and maybe moving them into 'DL' sub OU's under the current geographically
organised OU's, such as South, London, Ireland, North, etc etc.

You don't even need to have it be a security group. W2K also supports the
creation of "distribution" groups. These would only be intended for such
things as Distribution Lists, as you cannot assign permissions to them, or
rather use them to. Once you have E2K installed, you then mail-enable the
group, and voila. I don't think it much matters where the group is placed,
although for the sake of being tidy, I would probably place it in the OU
that the users of it belonged to. If you be able to use it to assign
permissions to, then create it as a security group. If you want a clearer
answer than that, you need to make your question a bit clearer and separate
out the statements a bit.
