Whoa, nelly. Ok. The problem is that licensing is so confusing, even Microsoft doesn't understand it. So, you can understand our reluctance to talk about it here, nu? We don't want to put you in the position of taking our advice, and then getting into trouble with Microsoft because our advice was wrong.
FWIW, I believe the OWA CALs are something like "internet connection" cals, which are per connection, not per user, which means that you can simply set a limit for the number of people who can connect to OWA at any given time. But, I might be wrong -- and if I am, Microsoft can come after you with a lawyer, sue you, and drive you out of business with legal fees, should they so choose and the infraction be serious enough.
