You'll have to do some experimentation. You may be able to give the DL the equivalent of Owner permissions on the Org Unit 1 PF, and then uncheck the box next to Delete Items. I don't know if it will work or not. Otherwise, you'll have to either administer permissions on that folder yourself, or find someone you trust not to delete it to administer the permissions.
