Had something similar myself when I did a test restore. The 'net logon' service failed to start, thus preventing Exchange from logging in as a service.
Fortunately, I restored Exchange to a BDC and I managed to restart the netlogon service from the PDC by resyncing the SAMs. That was the ONLY problem I had when restoring my Exchange server. Relatively good (or just plain lucky !), I though.
