My tendency is to agree with you - however my users are quite heavy.  It
might not be a hardware issue but how about some tweaking on how exchange
itself handles message delivery and threads?

Yep. I can state with quite a bit of certainty that you're wrong - many have
run more users and data on less hardware without these performance issues.
