msnews.microsoft.com does not support the newnews because it is disabled, not because the server isn't technically capable of allowing it. I'm sure that if you wanted to pay them for a feed, something could be arranged. As it stands though, neither they, nor any other NNTP host is obligated to provide a feed FOC.
