Don't control permissions or access to anything OWA related in ESM.. The IIS
Admin MMC is for that. One might ask why they give you the ability to dink
with anything in ESM then... but one would miss the beauty of the forest for
the trees. 

I believe what you want to do is either edit the navbar.js or more likely,
upgrade to Exchange 2000 SP and then read the associated documentation for
information on how to restrict access to particular OWA features.
