Always nice to include what you're trying in the original post, but I think
my answer is still the correct one.

As I mentioned, the navbar.js can be edited to remove the PF icon or, the
sp2deply.doc included with the SP2 download describes a post 11/2001
methodology for restricting access to PFs.
