Well, that was my first thought the first time it happened since it was a moved T1 in a new location for us but it seemed to me that that didn't stand up under examination. Since there were NDRs going out from the postmaster, one of which showed up in the logs once I had turned them up showing the connection being made to the other mail server and the NDR being delivered. But at that same time regular e-mail still didn't go out even though I could web browse to those domains without any issues (that was after all how I was testing the outgoing mail) so I don't think it was an isp issue. Besides which, if our isp had been having issues I would think the outgoing messages would have shown up in one or the other of the outgoing queues on my Exchange box and they didn't. And once logging was turned up I should have gotten something in the event log when the IMC tried to connect to the foreign host to deliver the mail. But I didn't. And even if both of the two separate destinations I tried had been unreachable for some reason the messages should still have shown up in the IMC outgoing queue and there should have been entries in the event log showing the failed connection attempts.
And actually, they are pretty good about fessing up on the few occasions when we have had issues. That does make me think of something else I could have tried but didn't though which is to use telnet to make a direct connection to one of the mail servers on port 25 to manually do a test message. That would take our Exchange server out of the loop anyway. I'll have to remember that for next time.
