Check the version of OL the users NOT receiving the attachments are using. Office 2000 SP2 included the Attachment Blocking "feature". There will be a message below (or above) the subject line that states: "Outlook blocked access to this potentially dangerous bla bla bla"
If this is the case, I'm pretty sure a Office re-install is in order for the SP2 users (back to SP1) there is no way to un-install SP2... However there is a convoluted method of supplying security settings to the outlook clients via the Exchange server and circumventing the settings set forth by the SP. This requires setting up a public folder, publishing a MS supplied form to the folder, applying the appropriate security settings (via the form), and changing a registry entry on each workstation.
